Nancy Shellhorse Partner


BACKGROUND, EDUCATION, AND PRACTICE

Nancy Shellhorse has extensive experience in health care regulatory law.  Beginning in 1995, Shellhorse served as Assistant Attorney General in the Elder Law and Public Health Division of the Texas Attorney General’s Office.  In 2001, Shellhorse joined Clark, Thomas & Winters, P.C. as an associate in the firm’s Health Care Section and became a partner in 2005.  Shellhorse subsequently joined Thompson & Knight, LLP’s Health Law Section as Of Counsel and in 2007, Shellhorse became Of Counsel to Carls, McDonald & Dalrymple, LLP. 

Her practice consists of providing legal representation and advice to a wide variety of health care providers in litigation, transactional and regulatory matters.  Her practice includes representing providers in appeals of administrative and civil monetary penalties, Medicaid terminations, resource utilization audits, license denials and revocations, Medicaid fraud and recoupment matters and defense of actions brought by the Texas Attorney General’s Office. She also advises clients on regulatory compliance and licensure matters, changes of ownership, due diligence and property rights. Her clients include nursing facilities, assisted living facilities, intermediate care facilities, and individual health care professionals.   

Shellhorse received her Bachelor’s degree in Government from the University of Texas in 1991 and received her law degree from the University of Tulsa College of Law in 1994.

Shellhorse frequently speaks on regulatory compliance and enforcement matters before industry groups and provider educational programs.
